Answer: 18,000 FTEs. That’s a vast amount of people, but then they are taking probably £150bn in Income Tax (p86), so that’s over £8m / head or a tiny proportion of the total take. Still seems there is a massive opportunity for efficiency here as the code is mostly rules rather than case-by-case assessments.
